To get the hot out of the mouth, eat bread or drink milk. Both/Either will absorb the heat. Water, or any other liquid, is only going to spread it around in his mouth.
To get the hot off the hands, use HOT water and lots and lots of soap. It's best to handle the peppers with RUBBER gloves so you can avoid the problem all together.
I touched habaneros once and it took over an hour to get the heat off my hands. Make sure he tries to use something to clean from under his nails too as that's the hidden culprit ... the juice can stay under there for days and cause all kinds of problems.
